Repairs on Camí de ses Vinyes

foto 2022 cami vinyesThis morning the Consell de Formentera works brigade began repairs on the pavement of Camí de ses Vinyes. The works will be completed on Wednesday and residents in the area have been informed of sections of road that will be closed to vehicle traffic. A brown micro-agglomerate is used in the pavement repairs. Once work is completed, a section of Carrertera de Porto-Salè will be repaired, but in black.

Upgrades and renovation works in the Illes Pitiüses playground in La Savina

foto 2022 parc illes pitiuses AThe Formentera Office of Island Services has started renovating the children's playground in Plaça de les Illes Pitiüses in La Savina. Crews will replace the rubber flooring and instal new playground equipment like a three-tower structure, two suspension bridges, two slides, two access ladders, a musical panel and a triple-seat swing.

The surrounding wall will also be upgraded. The seven-day project will not impact the artificial turf, calisthenics and basketball areas.

Repair work on streets near Illes Pitiüses park in La Savina

The Formentera Office of Island Services reports that tomorrow crews will start repairs on the two streets which flank Illes Pitiüses park in La Savina. The work, which does not affect PM 820 and PM 820-2 roads, will include milling, asphalting and painting of the pavement. Operations are expected to last approximately one week.

Tender of concessions to operate seasonal beach services

The Consell de Formentera reports that the process of awarding the tender for seasonal services on Formentera beaches is being conducted in line with the current regulations. All public tenders carried out by the Administration are governed by Law 9/2017 on Public Administration Contracts, which reflects the principles of the Treaty of the European Union and Directive 2004/18/EC. The manifest principles of these regulations are free competition, freedom of access, transparent and openly published proceedings and equal treatment.

The Consell wishes to note that awards of public tender are governed by the principles set out in the established technical and administrative specifications, and current proceedings have not been subject to any challenges.

As for the weight of bidders' financial means in the awarding contest, the Consell notes that in the specific case of beach kiosks, the economic offer accounts for no more than 35% of a maximum 100 points, while technical characteristics account for 25% and improvements in the environmental management of the service, 40%. In this regard, improvements may be introduced in the environmental and social aspects of the facilities (materials, use of renewable energy, water tanks...) as well as improvements in gender equality, safety and hygiene, and more. Likewise, the entirety of bidders have presented closed price lists that must be respected. In each case, these stipulate that half-litre bottles of water will cost €1. All these measures are taken to preserve the kiosk beach bar model.
 
As for the financial bids submitted, the Consell notes that, as stipulated by law, bids cannot be limited and financial claims must be accompanied by a report demonstrating bids' financial viability. In this regard, the government commission urges the contracting board to review the economic feasibility reports of each bid and to request a record of actual ownership from bidding companies.

Finally, the administration wishes to acknowledge the work of municipal technicians and their independence throughout the administrative process. We also wish to thank the individuals who have run Formentera's beach bars to date for the work they have done and the treatment they have given our island's visitors and residents during all the years they have been in charge of these businesses.

Presenting Formentera's new COVID-19 agent

foto 2022 agent covidToday Ana Juan, President of the Consell de Formentera; Josep Marí, Councillor of Interior, and Félix Ramos, the Chief of Formentera Local Police, received Formentera's COVID-19 and citizen security point person, to be in charge of attending to urgent needs stemming from the public health, social and economic crisis caused by the pandemic.
 
This new agent is part of the Balearic Government's call to equip local councils with reinforcement personnel. The Consell de Formentera had requested four agents, and ultimately received one. His contract runs until 31 December 2022. The agent took part in a training course in Santa Eulària along with the incoming agents of that town. The Consell de Formentera praised the Santa Eulària town council for its help in training.
