Relocating boats in Estany des Peix

The Formentera Office of Environment (Conselleria de Medi Ambient, CMAF) reports that, as part of the project to regulate mooring at Estany des Peix, boat owners are asked to move vessels in zones 3, 4 and 5 of Estany des Peix as soon as possible so that works can continue.

New flour mill brings Farmers' Co-op one step closer to reviving island's agricultural sector

foto 2022 moli fariner A1Today Ana Juan, President of the Consell de Formentera, and Josep Marí, Councillor of Rural Affairs, attended a presentation before media representatives of the new flour mill of the Formentera Farmers' Co-operative (Cooperativa del Camp, CCF) that was given by CCF president Marcos Ribas and manager Carlos Marí.

Ribas expressed his satisfaction with the opening of the flour mill, which "will mean the CCF and our associates can start processing our own grains for quality, edible flours and take them to market". "This way", said Ribas, "we improve the agricultural sector and incentivise new producers".

The flour mill cost €27,000 and the civil works to instal it cost €52,000 (both with VAT included), with funding provided by the CCF. A handmade stone and wood mill manufactured in Austria, the flour mill ensures that the properties of grain are preserved during milling.

Carlos Marí pointed out that flour would be the CCF's first processed product intended for human consumption. He described it as "a select flour with an organic quality seal that will provide added value for farmers, who can get a better return on the grain they grow".

For her part, President Juan praised the CCF "for having started up this mill, which will make it possible to obtain Formentera's traditional xeixa flour, which can then be used at bakeries and restaurants on the island for bread and more". Josep Marí, Councillor of Rural Affairs, said the new infrastructure would serve as an outlet for all the grain produced on the island as part of the CCF-led push in recent years. This year local farmers have already harvested 35,000 kilogrammes of xeixa and 22,000 kg of barley.

The CCF has said this project will help achieve the following objectives:
• Encourage islanders to eat local.
• Adapt the food distribution chain for local production and consumption. Minimise the environmental footprint of transport.
• Offer islanders a quality product with organic certification.
• Promote traditional agricultural products like xeixa wheat, mollar wheat, native barley and oats. The mill will also be a sounding board for publicising traditional flour, and will be open to the public.
• Promote xeixa flour in bakeries and restaurants.

Info session on rules for regulated mooring at Estany des Peix

The Formentera Office of Environment reports that an information session will be held on the rules to govern regulated anchoring at Estany des Peix, which received initial approval last week. The meeting will be held on 7 Monday at 8.00pm in Sant Francesc's Sala de Cultura-Cinema.

Meeting with business owners on local roll-out of container-deposit system

foto 2022 SDDRYesterday Ana Juan, President and Councillor of Commerce, and Antoni Tur, Councillor of Environment, met with retailers on the island to discuss a pilot project to offer rebates on returned reusable containers. Councillor Tur encouraged attendees to form a commission so that they could participate in preparing the project, an initiative which is being overseen the regional government. He highlighted the business owners' will to "find common ground and move this project –which, I am convinced, will be fantastic for Formentera– forward". Representatives of the island's government will now take the proposed commission to the regional level, Tur added, "because the project must be implemented with the consensus of all parties involved".

Moorage rules at Estany des Peix prioritise small, traditional boats and lay out assorted discounts

Today the government commission of the Consell de Formentera agreed to table moorage rules and the legal scheme for mooring fixtures at Estany des Peix when local decision-makers convene in plenary tomorrow. According to Antoni Tur, Councillor of Environment, the rules prioritise "watercraft used for traditional purposes, small boats, craft with reduced engine power and other factors like years of established anchorage". Other provisions include discounts for traditional boats, retirees and large families.

Next week the Consell will hold a public information session next to explain the rules and field related questions. Interested parties can also contact the Formentera Office of Environment by calling 971.32.12.10 or emailing mediambient@conselldeformentera.cat.

Assignment criteria

Priority for mooring spaces will be given to vessels moored at Estany des Peix prior to the 5 July 2002 entry in force of the Natural Resource Planning Strategy (Pla d'Ordenacio de Recursos Naturals). Vessels must also meet certain terms, such as not exceed 10 metres in length, and their intended and actual use must not violate rules at Ses Salines Nature Reserve. Vessels must either be used for not-for-profit sport or non-professional fishing or belong to a public entity.

Scoring criteria

When other baseline requirements are met, a scoring table will be used to determine ranking between traditional watercraft, vessels with reduced engine power and cleaner propulsion, small vessels and boats made with sustainable materials. Higher scores will be given to individuals who can accredit experience at Estany des Peix, and the address used to register will also be considered.

Fees and discounts

Rules lay out estimated public prices based on boat length. Monthly fees for small- and medium-size boats, which constitute the vast majority, range from €50 to €135. Assorted discounts have also been established, like for retirees (-40%); large families (-30%); traditional vessels (-15%) and zero-emission boats (-25%). Discounts may be cumulative.

Application submissions and deadline

Applications must be received within 30 working days from the day initial approval of the regulations was published in the BOIB. After the deadline, the Consell will have three months to evaluate and rank applications and publish a provisional list on the bulletin board. This list will also include proposed mooring spaces for each vessel.

In January crews began work to regulate mooring at Estany des Peix, including with 78 mooring spots on floating pontoons and 207 anchorage points on low-impact buoys. The €1,025,616 project has received €652,154 in financing through the Sustainable Tourism Tax (Impost de Turisme Sostenible, ITS). Work is scheduled to last four months.

Councillor Tur traced what he cast as a "pioneering" project to "the need to recover a protected area in Ses Salines that is environmentally threatened by uncontrolled anchoring, especially in summer". "These rules are an attempt to preserve Estany des Peix and use moorings which are in line with the rules at Ses Salines reserve and with time-honoured and traditional lake activities."
