Today, for the fifth year in a row, the office of tourism of the Formentera Council has rolled out its advertising campaign Descobreix Formentera a l'octubre [Discover Formentera in October]. Together with Discover Formentera in May, the initiative is an off-season push «to woo visitors before and after the traditional summer season; an attempt to show a different, more tranquil side of the island», explained Alejandra Ferrer, Formentera's councillor of tourism. In a special press conference hosted by Ferrer and Carlos Bernús, head of the local tourism advisory board [el Patronat de Turisme], the two officials described a campaign made up of different cultural, sports and gastronomic activities.

Gastronomic weekends
The first and second weekends of October —dubbed els Caps de setmana gastronòmics— will once again serve as an opportunity for nine local restaurant owners to offer fine-dining specials priced at 20 euros. The seventh annual Setmana de fotografia submarina [Undersea photography week], 29 September to 4 October, is another event aimed at attracting tourists outside the central summer months, the two officials explained.

Formentera Zen
New this year is a series of day-long events that promote physical and spiritual well-being through alternative therapy methods. Scheduled to run from 4 to 11 October, Formentera Zen is part of the same effort to tout a different, calmer Formentera. Confided Ferrer: «We are hoping it takes off».

Sporting events
La Volta a peu a Formentera [Walk round Formentera] (9-12 October), the Triathlon (3 October), la Pujada a la Mola cramble to la Mola] (12 October) and the mountain bike ride across la Mola (25 October) comprise the different sporting events of the month, the councillor related. What's more, the local celebrations of la Mola's own patron saint —el Pilar— get under way with live music, traditional dancing and kids activities starting 12 October. The event also includes its very own Oktoberfest not to be missed.

Specials and discounts
In addition to the long list of activities, hotels and overnight stay establishments, sea-based transport companies and other tourist-oriented businesses are taking things one step further to «court tourists at the early and late ends of summer». As Councillor Ferrer reported, all visitors that sign up to take part in Descobreix Formentera a l'octubre will be provided a 25% discount on their ferry ticket from Eivissa, as well as other discounts on lodging and additional special offers.

El president del Consell de Formentera, Jaume Ferrer, ha explicat avui la motivació que ha dut a la institució insular a presentar al·legacions en contra de la nova delimitació costanera de Formentera. D'una banda, Ferrer ha destacat que no reuneix les directrius de la proposta una delimitació costanera justa per Formentera «que conciliava la protecció i conservació del litoral amb el respecte a la propietat privada».

Trenca amb l'acord del 2006
Aquesta proposta, segons ha recordat el president, fou aprovada l'any 2006, amb el suport de «l'Ajuntament de Formentera, el Consell Insular d'Eivissa i Formentera, tots els partits de l'illa, associacions ecologistes, empresarials i veïnals i més de 2.800 signatures de residents», i comptava amb dues premisses «que els propietaris recuperessin les seves propietats i que es mantingués la protecció del litoral». La delimitació justa es definia de la següent forma, segons ha destacat «prendre de referència el traçat anterior a la Llei de Costes de 1988, i a partir d'aquesta delimitació ampliar la zona de protecció per garantir la conservació del litoral, recalificant totes les edificacions que estiguessin dins domini públic que fossin anteriors a 1997». La nova delimitació contempla el retorn de les propietats però no la protecció del territori, i les dues premisses són igual d'importants, segons el president.

Contrari al model turístic
Jaume Ferrer ha explicat que «l'economia de Formentera viu del turisme, que es basa en el manteniment del paisatge i de la tranquil·litat». Així ha incidit en què «la desprotecció del territori en ple any 2015 seria contrària als principis del model turístic de l'illa i un missatge amb una repercussió molt negativa per la nostra imatge».

I és que, el president ha dit que amb el nou traçat les passarel·les instal·lades amb fons europeus i que permeten una forma senzilla, original i pràctica de mobilitat a les nostres platges deixarien d'estar en zona pública i haurien de ser mogudes. A vegades aquest moviment les traslladaria al mig de les platges. Això, ha afegit «no és una amenaça inventada, perquè Costes ja ha fet gestions per moure les passarel·les».

Així mateix, el president ha destacat que hi haurà aparcament públics que passarien a mans privades, El que ara és una opció còmoda i gratuïta d'aparcament per totes les platges de l'illa fora del Parc Natural de ses Salines es convertiria en negoci privat, generant nous problemes que ara no existeixen, segons ha argumentat. Per últim Ferrer ha dit que la nova xarxa de passarel·les ja no està pensada per acordonar i protegir les dunes de les platges, que són les que asseguren que perduri la seva amplada, i això suposa una amenaça a la principal font d'atracció turística: la qualitat de les platges.

Procediment fora de termini
Per part seva, la consellera de Territori, Alejandra Ferrer, ha explicat que s'ha donat la caducitat del procediment, ja que hi havia dos anys per aprovar-lo, des del 29 de maig de 2013, i no s'ha fet en termini. Així mateix, Alejandra Ferrer ha destacat que la nova delimitació no compta amb la declaració ambiental estratègica que s'hauria d'haver demanat perquè l'aprovació sigui vàlida.

Delimitació arbitrària
D'altra banda, la responsable de Territori ha explicat que les al·legacions també recullen l'arbitrarietat de la delimitació «que no justifica l'excepcionalitat geomorfològica de l'illa de Formentera en la que es basa», així mateix ha dit que tampoc «té en compte el pla nacional d'adaptació al canvi climàtic, ni l'erosió de les zones rocoses o la variació de les zones arenoses any a any».

Pel que fa a la part urbanística, «considerem que la zona de servitud de protecció s'aplica de manera discrecional i arbitrària, ja que en cap moment justifiquen quan s'estableix que sigui de 100 metres i quan de 200». Alejandra Ferrer també ha explicat que «crida l'atenció que els tres estanys quedin fora del domini públic i que a la zona d'Illetes tots els aparcaments passen a mans privades».

La consellera de Territori ha destacat que «ara no estaríem en aquesta situació si la delimitació no s'hagues fet a l'esquena del Consell, institució representant del poble de Formentera». Tant el president, com la consellera han explicat que tots els formenterers són afectats per aquest traçat i per això sol·liciten que sigui modificat i es retornin les propietats als propietaris afectats, però sense modificar la protecció del territori.

Earlier today in the plenary hall of the Formentera Council, CiF president Jaume Ferrer and social welfare and human resources councillor Vanessa Parellada received Fina Santiago, minister of social services and cooperation of the Govern Balear, on her first official visit to the island. Also present at the meeting was Juan Manuel Rosa González, director general of the regional bureau for the elderly and disabled.

Tailor-made facility for the aged on Formentera
As Ferrer explained after the encounter, the day's discussion included the need for an assisted living facility for the aged “that takes into account the particular set of necessities present here on Formentera”. Minister Santiago committed to working with the local administration of Formentera to create just such a facility, despite also indicating that the Govern's financial situation “would have to improve before the residence could become a reality”.

Moreover, the social services minister highlighted a deal struck by which, for evaluations of patients' levels of disability, caregivers make fortnightly visits to Formentera, thus sparing local residents from making the trip themselves. The council has committed to providing a space for the evaluations and covering costs of travel.

Other pacts
Councillor Parellada hailed what she called a good working relationship between the two administrations, noting other agreements made over the course of the day like the guaranteed minimum income (known in Catalan as RMI, or renda mínima d'inserció); the modification of which is slated for the coming year; the renewal of an agreement to provide a social worker specialised in addictions; an assurance to increase funding for the Institut Balear de la Dona —an association which works with female victims of domestic abuse— and a collaborative accord to help offset the costs of an at-home assistance programme. After the press conference, the officials visited the local offices of social services and the Formentera Day Centre.

Earlier today, Consell Insular de Formentera president Jaume Ferrer received an official visit from the regional minister of environment, agriculture and fishing of the Govern Balear, Vicenç Vidal. At 12 noon the gentlemen gathered for a meeting in the Council's plenary hall, where they were joined by Formentera's second vice-president and local councillor of the presidential cabinet, tax office and rural environment, Bartomeu Escandell, local environmental councillor Daisee Aguilera and —director general of the Govern's offices of green education, environmental controls and waste management— Sebastià Sansó.

Regulating moorage along Formentera coast
As Ferrer pointed out, high up on the list of agenda items was the project to regulate moorage along the Formentera coastline. The CiF president said he was hopeful the project —long an issue of particular importance for the Council— would finally move forward under the new regional administration in Palma. Meeting attendants also took advantage of the occasion to discuss the zoning —both maritime and land-based— of the Estany des Peix. Said Councillor Vidal: “One of the challenges our regional ministry faces is drafting a plan of action for the LICs (Llocs d'Interès Comunitari, or regional special interest zones – TN) that surround Formentera”. Vidal pledged that the moorage troubles along the Formentera coast as well as the effort to ensure conservation of posidonia seagrass would both be “priorities” for his office.

Reviving farming at Can Marroig
Another issue on the table, revealed Ferrer, was the Govern's cession of the farmable portion of Can Marroig for cultivation by Formentera's local cooperative of farmers, la Cooperativa del Camp. Minister Vidal proved receptive to the petitions of the Formentera administration, saying: “We hope the land can be farmed once again and that this will assist in the task of producing quality food products”. Vidal was also sympathetic to the Council's request to use a conference room —property of the Palma administration— on certain occasions.

Improvements to the water treatment plant and effluent drainage pipe
President Ferrer called to mind complications this summer at the Formentera water treatment plant and drainage pipe. To avoid recurrence of the same issue, Ferrer asked the Govern to oversee “a remodel of the plant and extension of the length of the sewage pipe”. The regional minister indicated he would study the issue.

Irrigation pond
According to Ferrer, after five years of waiting and an eight-million-euro budget, “it is time the irrigation reservoir become a reality”, a sentiment which was echoed in recent days by the Cooperativa del Camp. The Govern's environmental minister indicated that by year-end the Tragsa company was expected to publish the results of a 3,000-euro project to “inspect the facilities and determine how much it would cost to get them in working order”.

Coordination between the two administrations
The Council and Govern Balear also articulated a need to improve coordination on certain issues. The two administrations pledged they would strive to ensure smoother communication between guards at the Ses Salines natural reserve and the Council's own fishing inspectors and between Ibanat personnel and the Formentera brigade of firefighters.
