With heightened wildfire risk, CiF gets behind campaign to raise awareness

incendisIn the coming days, the Formentera Council's office of the presidential cabinet (l'àrea de Presidència) will distribute two thousand decals to be affixed on local rental cars, one thousand brochures to Formentera hotel owners and tradesmen and forty-some posters for placement at strategic locations across the island. The goal, explained councillor of the presidential cabinet Bartomeu Escandell, is to “raise awareness among tourists and residents about the threat wildfires pose to a place as fragile as Formentera”.

In so doing, Formentera jumps head-on into a wildfire awareness campaign which, after an initial launch at summer's start by the Govern Balear, was picked up and championed by the town council of Sant Joan. This year “the risk of fire is still high”, the councillor asserted. Environmental councillor Daisee Aguilera, whose office has also signed on to the campaign, described it as “meant to give some basic tips on how to avoid forest fires”. The recommendations range from “not dumping readily flammable waste, refraining from starting any fires during high-risk seasons and exercising extra caution in at-risk areas” to just “knowing the steps to take should a wildfire occur”. The campaign fulfils the recommendations set by an accord which was ratified in the July plenary session of the Formentera Council.

Invaluable work of Formentera fire brigade

Escandell highlighted the important work of Formentera firefighters, who this year alone have completed 92 missions, 21 of which included wildfires. “From the start of the 2015 season (1 May) up to today's date, the fire brigade has participated in the extinction of 17 small fires”, a fact that Councillor Escandell said proved “we are traversing a period of extreme vulnerability. We need to step up all precautions”. The councillor expressed his gratitude for the work of IBANAT (Institut Balear de la Natura) staff, civil protection services, local police and the Guárdia Civil, among other offices.

Programme unveiled for newly-founded municipal athletics centre

atletismeEarlier today in the plenary hall of the Formentera Council, councillor of sport Jordi Vidal unveiled details behind the newly-established Escola Municipal d'Atletisme, a centre for athletics. The councillor explained that the municipal escola, or school, was founded with an end toward promoting athletics among island youth and creating alternatives for healthy living.

“We are convinced not only of the merits of athletics but also our ability to support the work of the Federació Balear d'Atletisme, which oversees a varied and extensive school sport programme,” indicated Vidal. According to the councillor, the Council's promotion of athletics stems from a desire to continue the work of “our dearly-departed John Tunks, as well as that of the Grup Esportiu Espalmador”. Councillor Vidal noted all league training and competition would continue under the Grup Esportiu's charge.

A fun, child-friendly brand of athletics
For his part, the Escola's director—José Alborch—outlined the nature of activity at the centre: For children aged three and a half to six, the programme will focus on making athletics enjoyable and accessible, while older youth (ages six to sixteen) will be able to receive more technical training.  

Open enrolment
The school's enrolment period has opened today and plans are to start the season Monday 14 September. Activities and training will take place at the local sports centre and on the tracks surrounding the municipal football pitch. Taking advantage of the pitch's recently-changed turf and an inner portion of the car park there, an additional track has also been added.

Runners from Formentera and Dénia gather for annual meet
Fundació Baleària provides important support to the sport through an annual collaborative agreement to contribute seven thousand euros and cover the cost of travel to competitions. Ricard Pérez Ivars, director of the Fundació, announced the foundation's goal of creating a joint yearly meet between Formentera and the municipal athletics centre in Dénia (l'Escola d'Atletisme de Dénia), thus bringing together the two territories that the Baleària transport company serves. Baleària's representative in Eivissa and Formentera—Joan Serra—wished the future sportswomen and men of Formentera the best of luck in their latest endeavour. 

Coco Esteve's Veiled, Speed Structure at Old Town Hall exhibition gallery

cocoesteveVeiled, Speed Structure, a new collection of work by Coco Esteve, opened this week at the sala d'exposicions (exhibition gallery) of the Old Town Hall in Sant Francesc. For three years, the Alcoi-born artist has had a number of lengthy stints on Formentera, periods during which she produced a set of work tackling the speed of the island's characteristic landscape and the swiftly-moving change that marks it. As Esteve explained, “they are abstract paintings that couldn't have been framed in rectangular structures, or even in time”. The exhibition can be visited through 29 August, 11 a.m. to 1 p.m. and 6:30 to 8:30 p.m., Monday through Saturday at the exhibition hall of the Old Town Hall (l'Ajuntament Vell).

Formentera requests suspension of public notice period for new coastal delimitation awaiting coastal authority's explanation of decision

alejandraferrer190815Later today the CiF councillor of town and country planning Alejandra Ferrer will submit a technical report to Demarcació de Costes (the coastal authority in the Balearic region) and request a momentary suspension of the period of public notice for the recently released changes to Formentera's coastal delimitations. The new delimitations were first announced 4 August, from which point the local administration on Formentera was given one month to produce either comments relevant to the changes or just such a report.

But as councillor Ferrer explained, in order to comment on the revised coastal boundaries, the Council will need the coastal authority's explanation of its decision. To that end, Ferrer and the Consell Insular de Formentera (CiF) have requested a technical report justifying the new delimitation (as it affects both public land and easement buffer zones), a straightforward definition of the proposal being considered for Espalmador and Espardell islands as well as an explanation of the actions that are expected in the case of buildings which exist on public land. “We are asking that the period of notice be placed on hold until either explanatory documentation is provided or technical staff from Demarcació can explain the motivations behind these new boundaries. That will also ensure that we actually have the time and ability to comment on the authority's decision,” explained Councillor Ferrer.

Giving back property without weakening protection

The CiF, or Formentera Council, has always supported a fair delimitation of the island's coastline as well as the idea of returning land to Formentera homeowners “as long as such a move did not weaken measures in place to protect the land. We must be cognisant of the fact that Formentera's landscapes are what set us apart, and that heritage belongs to everyone”, said the councillor. In the new delimitation, “we are seeing that protection criteria are different in different areas, and at the moment we can't find justification for that. That is what we would like to have explained.” As the town and country planning head stressed once again, coastal delimitations on Formentera are very important for the future of our island: “We would like buildings in the public domain to remain public”.

CiF-Baleària accord on transport to Festa Intercultural

conveni CIF Bal 110815 1The CiF (Consell Insular de Formentera) and Baleària transport company have signed a funding agreement aimed at providing transport during to la Festa Intercultural, a celebration of diversity and local communities. The initiative was made official today despite the fact that the celebration itself took place earlier this year on 18 and 19 April.

Council president Jaume Ferrer, councillor of  social welfare Vanessa Parellada, director of Fundació Baleària Ricard Pérez Ivars and Baleària's Eivissa-Formentera representative Joan Serra all put their signatures on the deal, which promises €1,400 for the Festa.

President Ferrer thanked his counterparts for their efforts securing the arrangement—in place since 2011—and noted the “pivotal function” it holds in the organisation of the festival, an event that he called “a catalyst for contact and understanding between the different groups, associations and cultures on our island”.

Fundació Baleària director Ricard Pérez Ivars said the agreement was “very important because it enables us to bring together groups that are sharing a living space”. Pérez also indicated his foundation planned to continue its support in the coming years.

In the words of Councillor Vanessa Parellada: “The Festa Intercultural is proof of the wealth of cultures that we've got on the island”.

For his part, Joan Serra, representative of the Baleària shipping company, explained his company's near five-year collaboration with the Formentera Council, mainly for the Festa. “Connecting places and transporting people of all religions, beliefs and origins is important to us,” he explained. “This festival is the perfect example”.
